The article discusses teachers’ pedagogical beliefs, their negative impact on their individual characteristics and the unwillingness to rebuild their activities. Based on the observations of the educational system it becomes apparent that the traditional courses for the teachers’ professional training have been directed towards the change of only one component of the system, which has been the main reason of the ineffectiveness of those courses. It is justified, that the decisions of the MOE, RA applied during the last years have made qualitative changes on the components of the educational system, which in its turn has created fruitful conditions for the motivation of teachers’ changes. The appropriateness to develop a new training course based on the model of the behavior changes is justified.
The article suggests organizing a necessary scientific and educational structure for solving this problem.
