Abstract

In this article, the authors investigate the party–political elite of the Chelyabinsk region in the 1960s – 1980s. At the expense of the most qualified and competent representatives of the political elite of the Southern Urals, the leading cadres of the authorities of the USSR and the RSFSR were formed. This gives particular importance to this region in the field of management training. In 2020, in the light of the latest events related to the pandemic of the new coronavirus infection COVID-19, political scientists and journalists in many democratic countries predict a return to the socialist model of government with a fairly strong role of the state. As a result, it becomes especially relevant to study the general laws and regional specifics of the socialist model of the formation of the ruling elite, its composition, the laws of its functioning, coming to power, its role in the social process, the reasons for its degradation and leaving the historical arena.

Alexander KHUDOBORODOV, South Ural State Humanitarian Pedagogical University

(PhD, Dr. in History) is Professor of the Department of Russian History and Law at SUSHPU, Chelyabinsk, Russia; Member of the Council for Cossack Affairs under the President of the Russian Federation. His areas of interest include regional political history, history of higher education, history of the Cossacks of Russia. Khudoborodov is the author of 2 monographs and 200 scientific articles. Recent publications: “Issue of the Origin and Development of the Cossacks in the Historical Research by émigré Russian Authors”, “The Place and Role of Governors in the Political Life of Russia: History and Modernity”.

Nadezhda KORSHUNOVA, South Ural State Humanitarian Pedagogical University

(PhD, Dr. in History) is the Dean of the Faculty of History; the Professor of the Department of Russian History and Law at SUSHPU, Chelyabinsk, Russia. Her areas of interest comprise the history of political parties and movements in Russia, the history of public administration in Russia. Korshunova is the author of 4 monographs and 130 scientific articles. Recent publications: “Sheer Evil Against the Sovereign and the State”: Fiodor Krechetov and His “Legal Plan” on Trial before the Enlightened Empress”, “Concept of Extremism and Counteraction to This Phenomenon in the Educational Sphere”.

Anna SAMOKHINA , South Ural State Humanitarian Pedagogical University

(PhD in History) is Associate Professor of the Department of Russian History and Law at SUSHPU, Chelyabinsk, Russia. Her areas of interest include regional political history, the regional political elite of Russia. Samokhina is the author of 1 monograph and 80 scientific articles. Recent publications: “The Problem of Corruption in Government Bodies in the South Urals in the 1990s.
